Since 1973 the world economy has been characterized by a relatively slow pace of expansion in output and trade, accompanied by high unemployment and strong inflationary pressures. With this has gone an emerging energy problem, monetary instability, a growing pressure for protectionism, a declining demand for certain products and a change in the pattern of the international movement of labour and capital.In this article, the consequences of these international features for the Flemish economy are analysed. From this analysis, it has (...) become clear that the international economic crisis has revealed more clearly the structural problems of the Flemish economy, especially in the field of economic growth, competitiveness, pattern of investments and industrial structure. This has resulted in a very high unemployment rate, which moreover will probably not disappear with an eventual improvement of theinternational economic situation : whereas the Flemish economy has gained largely from the oil based industrial expansion, it is not participating at present in the socalled third, by sofisticated technology led industrial revolution.Consequently, more and more labour-intensive activities are taken over by less developed countries, whereas some of the capital-intensive industrial sectors have to cope with a growing technological gap.To stem this unfavourable development, there is an urgent need for a powerful and planned structural policy, which must as a matter of priority force back the unemployment rate to an acceptable level. In this context, regionalisation might be a powerful instrument, as it offers to the regions the possibility of creating own solutions for their own problems. (shrink)

This article covers the voting behaviow- of the three major belgian parties: CVP, BSP and PVV during three legislatures in which all three partieswere twice in government and once in the opposition.The cohesion between the government parties bas been very high. This is also the case within each party. Deviations from the so-called «partyline» are minimal, especially within the socialist party.Looking at the final votes, two voting patterns dominate : government versus opposition and unanimity.All amendments, except those introduced by the (...) government, were rejected. The major conclusion is that the role of the public session of the House is reduced to a mere registration function. (shrink)

De alledaagse leefwereld. Dingen die we zien en horen. De hedendaagse mens wordt opgeslokt door de consumptiecultuur van de markteconomie en verkeert haast permanent in een virtuele werkelijkheid. Individualisme. De liefdesrelatie als meest basale vorm van gemeenschap is hierdoor op de helling gekomen. Welke therapeutische perspectieven kunnen we verbinden aan de gestelde diagnose? We zijn aangewezen op een mentaliteitsverandering, die wordt bepaald door het ‘morele kapitaal’ waarmee een gemeenschap kan voortbestaan. De auteur opereert binnen de traditie die Montaigne en Kierkegaard (...) introduceren en waaiert voortdurend uit door geregeld zijn rol als dienende gastheer voor die van zoekende filosoof te verruilen. Hij laat tijdslijnen door elkaar lopen. Toch is sprake van intrinsieke ordening: ideeënimprovisaties worden weerspiegeld in een afwisseling tussen levende herinneringen en abstracte argumenten. Zo krijgt de alledaagsheid een filosofische lading. Kleine verhalen en anekdotes zijn nodig om grote verhalen een persoonlijk karakter te geven. Aldus ontstaat een collage, waarin niets is gelogen, maar alles is verzonnen. Een waargebeurde, fictieve levensgeschiedenis op grond van herinneringen, een portret waarin verslag wordt gedaan van een gedreven zoektocht naar zinvolheid. De lezer is genoodzaakt zich te laten meevoeren over hoofd- en zijwegen, bemodderde bospaden, drassige velden, gevaarlijke bochten, grillige slingerpaden, solide bruggen en wankele bruggetjes. This paper combines reflections on the current “state of war” in the Middle East with an epistemological discussion of the meaning and implications of the category “war” itself, in order to dissipate the confusions arising from the idea of a “War on Terror.” The first part illustrates the insufficiency of the ideal type involved in dichotomies which are implicit in the naming and classifications of wars. They point nevertheless to a deeper problem which concerns the antinomic character of a collective (...) institution of violence. The second part discusses the extent to which, in spite of the historical transformations in the means and political objectives of wars, the contemporary confrontation still obeys the rules of warfare described by Clausewitz, particularly with respect to temporality (“friction”). The third part discusses “non‐clausewitzian” aspects of the “new wars” defined by Martin Van Creveld and Mary Kaldor, while suggesting that they have left aside the most salient contradiction illustrated by the US interventions, which results from the combination of a claim to universal sovereignty and a reduction of war to generalized police operations. The French Code civil , including the tradition of legal practice and scholarship it stands for, is the child of two parents: Enlightenment and Restoration. They came together in the person of Jean Etienne Marie Portalis (1746-1807), who was the main drafter of the code under Napoleon. I want to investigate which line of philosophical argument he followed in uniting the two and critically assess the value of this argumentation. In section 1 I briefly sketch the codification of civil (...) law in the (post-)revolutionary setting of the time, as well as Portalis’ philosophical background. Section 2 turns to the principled and wide-ranging discourse he delivered at the occasion of the formal presentation of the draft civil code to the legislature. This discourse, in turn, found its deeper roots in an extensive treatise that he wrote prior to the former, on the use and abuse of reason in times of Enlightenment (Section 3). I will focus, in particular, on the twin concepts of knowledge (section 4) and nature (section 5) in this treatise. From this vantage point, section 6 analyzes the eclectic way in which Portalis uses his philosophical godfathers Montesquieu and Rousseau, while section 7 shows why his preoccupation with the protection of established property rights can explain such eclecticism. Section 8 takes stock and submits that at least one of Portalis’ arguments presents a real challenge to Enlightenment philosophy up until the present day. (shrink)

Étienne Souriau was a refined and demanding thinker, with an aristocratic demeanour, far removed from the currents of ideas dominant in his time. A difficult and erudite author, out of tune with the times he lived in, he would seem the least likely candidate to appeal to a hurried and globalised public like that of the twenty-first century. A sophisticated representative of a rationalist positivism, no stranger to the Husserlian canon and not even insensitive to the motivations dear to the (...) gnoseological debate of Cartesian and Kantian matrix (as well as to the major themes of classical metaphysics), Souriau pursues the ideal of a constructive philosophy, capable of understanding – and at the same time favouring – the advancement of the creative process conceived as a set of poetic acts and progressive dynamic operations. In his texts, Souriau is attentive to grasping the correspondences, exchanges and reciprocal transitions between one mode of existence and another, as well as the resonances between the various art forms in the different fields of knowledge, testing an original method that is epistemologically very fruitful. The aim of this monographic issue of Aisthesis dedicated to Étienne Souriau is to explore his thought in its multiple aspects, in order to measure its topicality in relation to the themes and problems that characterise contemporary philosophical debate, with particular reference to aesthetics and ontology as well as to the dense network of connections between the two fields. One of the most interesting characteristics of Souriau’s thought that has stood the test of time would appear to be its multifacetedness: the quality of lending itself to being applied even to spheres that are apparently very distant from reflection on art, such as cultural anthropology, political philosophy or morality. It seemed to us that it largely owes its relevance precisely to the intersections between one field of knowledge and another. The issue contains twelve contributions on Souriau that explore his main aspects in depth. They range from analyses devoted to the architecture of Souriau’s thought (his general philosophy) in the essays by Dominique Chateau and Filippo Domenicali, which can furnish a useful overall picture of the man, to essays that attempt to focus on the more properly ontological core of this thought, such as those devoted to the arabesque motif (Luigi Azzariti-Fumaroli), the theory of the soul (Sjoerd Van Tuinen) or the multiplicity of worlds (Noëlie Plé). Interspersed between these are contributions that focus more on the comparison between Étienne Souriau’s thought and the philosophers of his time, such as Dufrenne (Maryvonne Saison), or with well-known later philosophers who explicitly referred to him, prolonging his creative impetus, such as Gilles Deleuze (Casey Boyle) and Bruno Latour (Aline Wiame), the true architect of the current Souriau “comeback”. Finally, in addition to essays of a more theoretical nature, there are contributions that attempt to re-evaluate certain aspects of Souriau’s aesthetics, such as the fruitfulness of the cues that can come from his thought for the debate on animal aesthetics (Maddalena Mazzocut-Mis and Andrea Scanziani), or the possible topicality of his theory of forms (Isabelle Rieusset-Lemarie). In the “Miscellaneous” section, this issue hosts a number of studies that aim to explore the aesthetic implications of new technologies, the themes of ecological aesthetics, as well as to offer an unusual profile of Baumgarten. That theological canon has long since been further broadened to include the books of women mystics.Van Dyke’s book similarly aims to widen the canon of texts studied under the rubric of medieval philosophy to include contemplative writings by women and men, some of whom are also regarded as mystics. This short, wise, and winning book is “perhaps the first book-length reintegration of the medieval contemplative tradition into discussions of medieval philosophy” (208).Van Dyke urges her fellow philosophers to engage seriously with meditative and mystical writings as a corrective of historically false claims: first, that “women didn’t do philosophy in the Middle Ages” (1); second, that mystical and contemplative writings, by definition, lack philosophical/rational content; third, that Scholastic disputations arose purely within the “isolated bubbles” of the universities and did not reflect ongoing societal and ecclesial “conversations that frequently included women” (2). Early in the 1930s, a number of French Catholic and secular philosophers debated the question of the meaning, even the very possibility, of Christian philosophy. Positions articulated during these debates provided intellectual background to debates about nature and grace, and the interaction of philosophy and theology that informed theological debate before and during the Second Vatican Council. These questions continue to be raised in theological debate today. -/- This selection of previously untranslated documents from the French debates about Christian philosophy (...) provides a long-needed complement to available English-language literature on the subject. These documents show that the debates were highly complex, involved multiple sides, and prompted development of certain participants' positions. Four of Maurice Blondel's contributions are included, as are selections by Gabriel Marcel, Etienne Gilson, Fernand Van Steenberghen, among others. A detailed historical introduction provides much-needed background to these intertwined debates. -/- The editor's thematic outline of seventeen different participants' positions and engagements includes but also goes beyond the selections translated in the volume. It provides a full and balanced treatment of the numerous participants, and sets the complex intellectual context for understanding the positions, issues, and main personalities of the debate. Despite his seminal role in the history of philosophy, the thirteenth century thinker Albert the Great remains little known. Prior to World War II, his massive literary output was not fully analyzed by historians largely because, as Etienne Gilson put it, of the amazing "amount of philosophical and scientific information heaped up in his writings." After the war, Albert's work began to receive more attention. By 1955, the Louvain medievalist Fernand Van Steenberghen could confidently declare that Albert was the (...) first thinker to establish "the rightful place of learning in Christianity." NGOs have taken a dominant position in setting the agendas of Corporate Responsibility and Socially Responsible Investment matters, thereby skewing the efforts of corporates to limit negative externalities towards their own agendas. As the latter remain to a certain extent unpredictable, corporates must deal with an information asymmetry. This situation can be explained by the historically defensive nature of Corporate Responsibility codes established by companies under pressure of the NGOs. In this paper, I contend that only a new approach to (...) Corporate Responsibility could reverse this asymmetry: one where the social responsibility matters are articulated in a political debate between all stakeholders of a company and where conflicting interests are addressed in a deliberative process. To this end, the corporate world and the NGOs need to understand the need for a larger debate that includes all relevant stakeholders defined as the Public in the sense of Dewey. Latour and the Actor-Network theory provide us with a workable framework to structure such a dialogue, where participants have the authority and legitimacy to speak for the Public. (shrink)

Jean-Luc Nancy stands as one of the great French theorists of "deconstruction." His writings on philosophy, politics, aesthetics, and religion have significantly contributed to the development of contemporary French thought and helped shape and transform the field of continental philosophy. Through Nancy's immense oeuvre, which covers a wide range of topics such as community, freedom, existence, sense/ touch, democracy, Christianity, the visual arts and music, and writing itself, we have learned to take stock of the world in a more nuanced (...) fashion. In this collection, contemporaries of Nancy and eminent scholars of continental philosophy, including Giorgio Agamben, Étienne Balibar, Ginette Michaud, Georges Van Den Abbeele, Gregg Lambert and Ian James, have been invited to reflect on the force of Nancy's "deconstruction" and how it has affected, or will affect, the ways we approach many of the most pertinent topics in contemporary philosophy. The collection also includes Jean-Luc Nancy's previously unpublished 'Dialogue Beneath the Ribs', where he reflects, twenty years after, on his heart transplant. Van Riet at Louvain (I, 1977; II, 1980; III, 1983), Gerard Verbeke states that according to Avicenna, "L'Etre necessaire n'a pas une essence qui est distincte de son existence" (II, p. * 42, at note 159), i.e. that the Necessary Being does not have an essence that is distinct from its (...) existence. One looks in vain for a precise reference to an Avicennian text. On the other hand, in a three-part study, Albert G. Judy, O.P., "Avicenna's Me1taphy8'ics in the Summa contra Gentiles," published in Angelicum, part I: 52 (1975) 340-384; part II: 541-586; part Ill: 53 (1976) 183-226, states quite clearly that the "First" does not have a quiddity but only an "anity" (anitas)... (546), and that Avicenna... finds that the absolutely necessary being cannot have what every other reality has, namely, a quiddity, a "whatness " distinct from its" whether-ness" or anitas (547-548). Moreover, the first appendix of Judy's article contains a redaction of the 1495 and the 1508 Venice editions of ltletaphyiscs 8.4, which differs chiefly in punctuation from the excellent Van Riet text based on five Latin MSS. A slightly more nuanced position is. found in Etienne Gilson's Elements of Christian Philosoph;y (Garden City, N. M. MACIEROWSKI clusion of Avicenna: the first has no quiddity (quidditatem non habet)," a claim that cites (305, note 28) secondary literature which one can trace as far back as Father M.-D. RolandGosselin 's edition of the De ente et essentia. What is at stake in this dispute? What if God does not have a quiddity? It would seem that He should be utterly unknowable, if quiddity or essence is a principle of knowledge as well as of being. Such would be plausible consequences of Gilson's and Judy's position. What, on the other hand, if God does have a quiddity? One possible inference, if we happened to have access or insight into the divine quiddity, is that we could have a sort of mystical union with God, perhaps even in this life; or again, one might draw pantheistic conclusions. Verbeke does not follow such paths. His inference points toward a rawrochement between Avicenna's doctrine and that of St. Thomas Aquinas, who maintained not only that God is His own essence (and therefore that it is reasonable to speak of a divine essence) but also that God's essence is no other than His esse, His being or existence. Accordingly, for scholars to have such opposed views about so important a topic even at the hermeneutical level of Avicenna's position points to a serious difficulty. Since Judy does offer texts in support of his interpretation, let us consider the evidence, using his section numbers and Van Riet's pages and lines: Judy, section 4=Van Riet 398.83-399.84 goes thus in Latin: Redibo igitur et dicam quod primum non habet quidditatem, nisi anitatem, quae sit discreta ab ipsa. This text he renders, "The first does not have a quiddity, except an 'anity,' which is distinct from it" (549). The other text in Latin (Judy, section 13=Van Riet 401.31-32) goes thus: Igitur necesse esse non habet quidditatem nisi quod est necesse esse, et haec est anitas, which he renders, "Therefore necessary being does not have a quiddity, but only the fact of its necessary being, and this is DOES GOD HAVE A QUIDDITY ACCORDING TO AVICENNA 81 'anity'" (559). We wonder, however, why nisi should be translated "except" in section 4 and "hut only" in section 13. One would have expected a sed solum or a sed tantum to justify the rendering "but only." Accordingly, the translation should be corrected to read, " Therefore the necessary being has no quiddity except that it is necessary being, and this... (shrink)

Etienne Balibar, one of the foremost living French philosophers, builds on his landmark work 'Spinoza and Politics' with this exploration of Spinoza's ontology. Balibar situates Spinoza in relation to the major figures of Marx and Freud as a precursor to the more recent French thinker Gilbert Simondon's concept of the transindividual. Presenting a crucial development in his thought, Balibar takes the concept of transindividuality beyond Spinoza to show it at work at both the individual and the collective level.

Western European liberal democracies have recently enacted laws that prohibit the diffusion of fake news on social media. Yet, many consider that such laws are incompatible with freedom of expression. In this paper, I argue that democratic governments have strong pro tanto reasons to prohibit fake news, and that doing so is compatible with free speech. First, I show that fake news disrupts a mutually beneficial form of epistemic dependence in which members of the public are engaged with journalists. Second, (...) I contend that laws against fake news enhance rather than thwart personal autonomy. If these suggestions are plausible, then the same considerations about truth and autonomy that underpin the value of free speech give us reasons to prohibit fake news. (shrink)

By distinguishing between aesthetics, which promotes art as a form of knowledge, and philosophy, which focuses on the presence of the artist's own talent or genius, Gilson maintains that art belongs to a different category entirely, the category of "making." In a recent contribution to conceptual ethics, Joshua Habgood-Coote argues that philosophers should refrain from using the term “fake news,” which is commonly employed in public discussions focusing on the epistemic health of democracies. In this short discussion note, I take issue with this claim, discussing each of the three arguments advanced by Coote to support the conclusion that we should abandon this concept. First, I contend that although “fake news” is a contested concept, there is significant agreement among contemporary (...) philosophers about its key feature. Second, I argue against the claim that “fake news” is an unnecessary concept by underlying that it is not reducible to other terms we customarily use to describe the epistemic dysfunctions of democracies. Lastly, I suggest that using the term “fake news” need not serve propagandistic aims, and that philosophers can use this concept without engaging in epistemic policing, that is, commanding their interlocutors not to believe specific news stories or sources.
